Hiring a Roofing Contractor in PA: Registration & Insurance

By Realistic Exterior · Updated

Check Pennsylvania registration, current insurance and a written scope before hiring a roofer. Registration is not the same as a state-issued roofing trade license or a guarantee of workmanship.

Registration and licensing are different

Pennsylvania's Home Improvement Consumer Protection Act requires most home improvement contractors to register with the Attorney General. That registration is an important identity check, but it does not certify roofing skill. Ask for the contractor's registration number and verify the business name instead of relying on the word ‘licensed’ in an advertisement.

Your municipality may have additional permit or contractor requirements. Confirm those with the local building department, especially if the project involves structural repairs. Manufacturer certifications are separate credentials; verify their current status directly with the manufacturer.

Ask for insurance before work starts

Request evidence of current liability insurance and applicable workers' compensation coverage. The business name on the paperwork should match the contractor signing your agreement. For questions about exclusions or an unusual coverage arrangement, ask the insurance agent rather than assuming a certificate covers every risk.

Compare the scope, not just the bottom line

A useful proposal explains how the roof will be removed, what happens if damaged decking is found, which materials will be installed, and who handles cleanup. Ask who will supervise the crew and how changes will be approved.

  • Verify the registered business and contact details.
  • Request current insurance documentation.
  • Separate the product warranty from the workmanship warranty.
  • Get the scope, payment terms and change-order process in writing.
